Kevin Kane, President and Owner
Prior to establishing FRC, Mr. Kane was the managing director of a national consulting company where his responsibilities included oversight of the New York and Chicago regional offices. Mr. Kane is a former federal bank examiner with the Federal Deposit Insurance Corporation, and author of several books and articles on regulatory issues. Mr. Kane has been an instructor at the FDIC Compliance School, New York State Department of Banking, New Jersey Department of Banking, Massachusetts Department of Banking, Mississippi Bankers Association, Tennessee Bankers Association, Pennsylvania Bankers Association, and Maryland Bankers Association. Mr. Kane holds a Letters of Law in Banking Law from Boston University, a Jurist Doctorate from University of New Hampshire School of Law, a Masters of Business Administration from the University of Baltimore, and a Bachelor of Arts from De Sales University. Mr. Kane is a member of the Pennsylvania and District of Columbia Bar Associations.

John Rogers, Senior Managing Consultant
John ‘Jack’ Rogers is a Senior Managing Consultant of Financial Regulatory Consulting, Inc. (FRC). Prior to joining FRC, Jack was the Senior Vice President of a $130 mil community bank. His key responsibilities included enhancing lending policies, loan pricing, developing management and Board succession plans, and coordinating outsourced services for Loan and Internal Audit. Currently, Jack heads the Louisville, Kentucky FRC office and is also responsible for the business development in that area. Jack has over 30 years of management and banking experience as a National Bank Examiner for the Office of the Comptroller of the Currency, Compliance Manager, Senior Consultant and Executive Bank Management. He holds a Bachelor of Science in Business and Economics from Georgetown College. Jack’s banking experience and knowledge has been acquired through conducting and assisting in commercial, data processing, compliance, and trust examinations of institutions. His examination experience includes loan portfolio management reviews, asset/liability management, capital and earnings analysis.

Brian Sayago, Senior Consultant
Brian Sayago is a Senior Consultant at FRC. Brian’s professional experience includes starting up a de novo bank, as well as work in community and mid-sized banks. He wrote policies and procedures and implemented systems to support regulatory compliance requirements including CIP, AML, OFAC, 314a and others. Brian has implemented document imaging systems for loan documents, deposit documents and item processing. He also wrote Business Continuity Plans including procedures, training and testing. He is a graduate of Pennsylvania State University; an honors graduate of the Pennsylvania Bankers’ Association School of Banking; and an honors graduate of the Central Atlantic School of Commercial Lending. He has an Operations Certificate from the BAI School of Bank Administration.

Richard Friedman, Senior Managing Consultant
Prior to joining FRC, Mr. Friedman was a Bank Compliance Attorney for over 25 years for a major retail and institutional bank located in New York City . His responsibilities included oversight of ten business banking units, managing a staff of compliance officers nationwide to effect regulatory compliance, and interfacing with Federal and State regulators for examinations. Earlier in his career, Mr. Friedman was a broker dealer regulator with the New York Stock Exchange, corporate counsel for a financial services company which had securities and banking subsidiaries, and was also the Compliance Officer for global markets activities – foreign exchange and interest rate related derivatives – for a global bank. Mr. Friedman joined FRC in 2008 and, in addition to performing regulatory reviews, has developed innovative risk assessment and compliance programs customized for FRC clients. In addition, Mr. Friedman developed the FRC Regulatory Bulletin to keep clients informed of regulatory changes and, along with other FRC contributors, has authored analyses, updates and articles, such as those relating to the Dodd-Frank Act. Mr. Friedman holds a Bachelor of Science Degree in Economics from the Wharton School, University of Pennsylvania and a Jurist Doctorate Degree from the School of Law, St. John’s University. Mr. Friedman is admitted to the Bar to practice law in New York and Pennsylvania.

Lane Youth
Mr. Youth has over 18 years experience in Commercial Banking. He has extensive knowledge in commercial and consumer real estate lending, appraisal review analysis and SBA lending, while being a Regional Vice President of a $50 Billion Bank. In this capacity he managed a staff of over 75 people covering an eight-state region. He has written commercial and consumer loan policy and procedure manuals. Mr. Youth is experienced in mortgage servicing and loan workout as well. He has conducted seminars on residential mortgage origination and underwriting,commercial lending, appraisals and SBA lending throughout the Northeast Region. Over the past ten years, he has conducted Quality Controls Audits in accordance with FNMA, FHLMC and FHA as well as being approved by the largest institutional investors.

Jamell Creque
Jamell Creque is an IT compliance consultant for FRC. He has designed and implemented Vulnerability and External penetration testing for our clients. He has designed and implemented IT security systems for banks. Jamell is an accomplished IT security consultant with years of experience in information technology, operations and management with expertise in the financial services industry. He has developed and delivered IT security training based on GLBA regulatory guidelines. Jamell has a BS in Electrical Engineering from NC State University. He is also a Certified Information Systems Security Professional.

Robert Isard
Robert (Bob) Isard is a Managing Director of FRC. Bob brings more than 40 years of experience in banking, finance, mortgage banking and management. Recently Bob spent 7 years at a small savings bank where he filled the roles of President, CEO, and sometimes CFO. He has experience as a corporate financial officer and has served as chair of Audit, Compliance, Finance and Quality Committees. He has been responsible for assessing risk and has done portfolio evaluation. His experience including the role of CFO has included a publicly traded company and he has dealt with NASDAQ issues,compliance and reporting. He is a graduate of Wesleyan University, completed the commercial credit training program of a major financial institution, is a certified housing counselor, graduate of several MBA and appraisal courses and holds a certificate in Real Estate from the University of Pennsylvania.
